In-Debt Law Grad Denied License

Law grad, in debt $400,000 on students loans, denied licensing by appellate judges. Could he be ripe for a government bailout so he can practice law? How about he gets bailed out and goes to work as an in-house counsel at Fiat-Chrysler? NYT story.
